File includes official correspondence and records regarding Robert's career with the Dept. of the Navy, starting with his initial efforts to secure an appointment to the United States Naval Academy at Annapolis. Many routine matters are documented. These include Robert's many notifications to the Department of his changing addresses over the years, documentation of the changing amount of his disability pay, and Robert notifying the department, as required by law for officers, of his various trips outside the United States. Multiple copies of "The Naval Reservist" newsletter are included.
 
Part 1, 294 pages. Highlights include: Correspondence regarding securing an appointment to Annapolis, 1923-1925. Duty orders, 1929-1934. Documentation, including text of original letter, regarding his 1935 official admonishment by the Secretary of the Navy for an intemperate letter published in the Hollywood Citizen-News over his signature, including his Navy title. Several signed "Receipt for Confidential Pamphlet", 1932. "Personal History Statement", completed Jan-Feb 1951, for the purpose of possibly going back into service in research under Cal Laning during the Korean War. This document is a thorough listing of personal biographical information to date, sworn to be true and notarized.
 
Part 2, 308 pages. Highlights include: Medical records regarding his treatment and retirement for tuberculosis, 1933-1934. Duty orders, 1929-1934. Documentation of Robert offering his services for WWII on Dec. 13, 1942 and eventually securing a job at the Philadelphia Naval Air Experimental Station. Documentation regarding his promotion from Ensign to Lieutenant (jg), 1932. Further documentation regarding his 1935 official admonishment by the Secretary of the Navy for an intemperate letter published in the Hollywood Citizen-News over his signature, including his Navy title. More duty orders, 1932, re Gunnery School. Correspondence re "Correspondence Course in Strategy and Tactics", 1932. Documentation for various requests for leaves of absence, 1929-1932.
